On June 8, 2012, the NRC issued a Notice of Violation to MIT International of LA, Inc. for a Severity Level III violation of 10 CFR 150.20(b), which requires, in part, that a person engaging in activities in a non-Agreement State, in an area of exclusive Federal jurisdiction within an Agreement State, or in offshore waters, shall, at least 3 days before engaging in each activity for the first time in a calendar year, file for reciprocity with an NRC Form 241, a copy of the license, and the appropriate fee with the applicable Regional Administrator of the NRC Regional Office for the state that issued the license. Specifically, from January 10-18, 2012, the licensee failed to file for reciprocity with the NRC and pay the applicable fee, before conducting radiographic operations in the offshore waters of the Gulf of Mexico that is also an area of exclusive Federal jurisdiction.
